Abstract
In this paper, we address the problem of optimizing the delivery of multimedia services with different QoS requirements to mobile users. The dynamic behaviour of the mobile transmission resources makes it difficult to provide perceptually good quality streaming video. Filtering compressed video stream is one way to deal with this problem by providing adaptivity to mobile clients. It is a kind of media tailoring mechanism which converts a video stream into a different representation the client is more interested in or can handle better. This paper focuses on filter algorithms and techniques developed for video stream in multimedia mobile applications. The proposed approach is based on selection of the downloading bit-rate for each type of traffic flow which can be time dependant according to the dynamics of the link´s traffic loads and users´ requests
