Abstract :
Following the general trend of globalization and information derived from knowledge economy, the key factors of economic competition is decided by talent competition instead of capital assets. Leader regarded as outstanding talent whose quality and efficiency may show superiority and inferiority, has been the important portion of the core competitiveness of market economy. This paper regards reference indexes as evaluation bases by using the experience of former researches for reference, really evaluates individual effective progress based on the same comparative foundation in leader team, presents relative effective efforts of behaviour performance of government leader, measures relative progress effectiveness (RPE) in view of overall situation, depends two-time relative evaluations (TRE) and individual relative divergence (IRD), which can be calculated by comparing the foundation index with the present index in analogy set by the method of data envelopment analysis (DEA).
