Abstract :
City logistics infrastructure is the hardware of city logistics network. Papers study costs and operation how to affect its scale and efficiency. However, in China context, residents own most land that infrastructures need and they cannot pay for high living cost without land. Therefore, the logistics infrastructure has too low ROA to pay for them. In addition, nation needs Government as a role to solve the problem. Our extended bargain modelpsilas result shows that tax and subsidies will be workable.
