Abstract :
The Northridge Earthquake proved to the Los Angeles Department of Water & Power that power systems can and will go down. As a result it was decided that a stand-alone, redundant and geographically remote SCADA system should be installed on the transmission system which would have immediate economic payback while increasing system security. By giving us a “second look” the SCADA system allows the remote control of a new EHV substation and allows local operations additional flexibility in the control, monitoring and operation of the remote portion of the transmission system. This paper describes the design, cost justification, procurement, and installation of a small state-of-the-art “open” SCADA system. This task had to be done quickly, economically, and within the constraints of a major transmission line, substation construction project
