Abstract :
This paper proposes the design of a MPEG/H.26x based video encoder with significantly lower computational complexity than common video encoders require. The encoder design is well suited for video applications in a mobile environment, e.g. for MMS based video applications. In order to decrease the complexity, the structure of a standard encoder is divided into a real-time and a non-real-time based part. Furthermore, two simplified interframe processing approaches are proposed and compared in this paper.
