Abstract :
We propose a constellation of LEO satellites for a store and forward packet communication system. In this orbit system, a store and forward packet communication service can be provided at two-hour intervals all over the world by twelve satellites with full-time inter-satellite links. Furthermore, this system is capable of high-speed packet communication of 64 kb/s using user terminals without any satellite tracking mechanisms, since one of the satellites is periodically visible by any user terminals at an elevation angle of higher than 60 degrees. This report also shows a conceptual satellite configuration including an onboard antenna system and communication payload for the store and forward packet communication
