Abstract
This paper discusses the various financial transmission rights (FTR) markets in PJM, New England, and New York, including a brief overview of their similarities and differences. A comparison of the various distribution processes of FTRs, their frequency, and other market modifications necessary to ensure their usefulness will be evaluated, as well as the allocation of costs and benefits among market participants. Important in this analysis will be an assessment of the various market participants in each region and their tolerance of risk in managing either the value of their generation assets or the cost of their load obligations. Additionally, the role and economic impact of transmission owners to the FTR markets will be analyzed.
