This paper gives the balance model of projects and team members. Team members match up to the projects to attain the balanced target of project team management with the project classification, project technique characteristic analysis, the personality and ability evaluation of team members and project manager. At last, the evaluation and reorganization to the Da Tang OAMS project team is studied as a case.
