Abstract :
The EPRI Electric Vehicle Infrastructure Working Council was formed as a joint effort between electric utilities and the major auto manufacturers to develop guidelines for the development and implementation of electric vehicle infrastructure prior to commercialization. Within the Council there were four committees with representation from utilities, auto manufacturers, DOE, UL and power quality experts that worked on all infrastructure issues from connectors to power distribution and power quality. All "records of consensus" (ROCs) had to have a 2/3 majority vote by both the auto manufactures and the utilities before being accepted. This paper discusses the method used for standards development with the load management, power quality and distribution committee approach in particular.
