Abstract :
Electricity market reforms and renewable energy development are important trends in China. China has more than 10 GW wind power installation in 2008. However there is still more room to grow, as only a small portion of the useable wind resource is being tapped. Government and electricity market regulations, as well as government incentives, play a large role in determining how quickly wind power is adopted. The Great Britain has tried different policies to promote the renewable generations in the past twenty years. This paper is to compare the differences between renewable obligation certificate system (ROC) in the UK and the existing Chinese internal carbon emission mechanism/policies in the hope to explore the problems facing renewable energy development, wind power in particular in China. The paper further suggests that the renewable obligation of the UK is a good example to study. It is envisaged that a similar system as the ROC will stimulate the existing renewable market in China by providing an effective marketing dimension.
