Abstract :
This paper established the evaluation system of industrial technology independent innovation capacity based on the relevant theoretical and empirical results of the independent innovation capacity, took the related data of China statistical yearbook (2007-2008) for the analysis samples, and used principal component analysis to measure the industrial technology independent innovation capacity of domestic 28 provinces, municipalities and autonomous regions, then evaluated and analyzed the dominating factors that influence the industrial technology independent innovation capacity according to the measurement results. The research conclusion shows that enterprise technology innovation capability and the independent innovation environment are the main factors that have strong influences to some specific provinces, municipalities and autonomous, for which the comprehensive measurement results are pretty well, but the capacity of each index is expressed in very unbalanced development conditions. Therefore, this article put forward to the countermeasures to improve the capacity of industrial technology independent innovation, which including that strengthen the industry technical independent innovation capacity of reinvention, recreation and rediscover, establish the technical innovation system that take enterprises as the main part and improve the macroeconomic environment for enterprise.
