Abstract :
Presents a fixed rate, low complexity video compression scheme based on trellis based scalar-vector quantization applied to motion compensated subbands, suitable for video teleconferencing. TB-SVQ is known to asymptotically (in block length) achieve the optimal boundary gain as well as realizing a significant portion of the granular gain
