Abstract :
Firm\´s safety management capability is the core business of firm\´s safety management. Aiming to the deficiency of existing safety management evaluating method, this paper establishes a kind of new evaluating method which utilizes "unsafe" factor - accident causation to evaluate "safety" factor. Take the safety knowledge as the core factor and divide it into four types, at the same part the firm\´s safety management capability into two layers. Then the evaluating method must comprises two layers of index, which use the entropy weight evaluating model and GA-BP evaluating model respectively. In order to verify the evaluating method, this paper establishes 29 groups accident case of industry firm to simulate 29 firms\´ real situation. Bottom evaluating index - accident causation data come from frequency statistical analysis of accident causation in the accident cases. Firm\´s safety management capability can be embodied with this method objectively.
