Abstract
In this paper, we concentrate on optimizing the yearly scheduling of maintenance and inspection on offshore platform for a major Petroleum company in Thailand. Efficient equipment and offshore personnel are the most significant factors in providing more efficient products and services. The optimal resource allocation problems at Quarter Platform (QP) and living barge with qualified personnel who work on specific jobs are formulated via a Mixed Integer Linear Programming (MILP) model. The model aims to balance and minimize the number of personnel working offshore while maintain all work requirements. We use the open source optimization software GLPK using branch and cut method to determine the optimal resource allocation. Due to the combinatorial nature of this problem, the large number of iterations is needed. We then determine the nearly optimal solution using the mipgap. It has been proven to be very helpful and considerably faster than the original MILP model. Apply this method has proven to be a sufficient for solving the optimization of the multi-skilled assignment problem in the operation field of Gas and Oil Company.
