Abstract
Qinghai-Tibet railway, with outstanding positive externality and profound commonweal or public benefit characteristics, is the longest plateau railway in the world. Taken pessimistic financial situation within its expected operation period into consideration, it´s of great importance to make research on the commonweal standard of Qinghai-Tibet railway, and put forward supportive operation policies concerned. Based on the principle component analysis method, the article makes quantitative analysis on the commonweal standard of Qinghai-Tibet railway. The econometric analysis results manifest that cost factor and transportation volume factor contribute a lot to Qinghai-Tibet railway´s high public benefit level. In order to keep sustainable operation during its life cycle, we need to formulate reasonable and scientific policies including financial policy, taxation policy, depreciation policy, cargo and passenger freight transportation policy, etc.
