Abstract
With the development of the urbanization of China and living standard of residents, residents demand more from urban forest ecological service. Although urban forest construction as public welfare belongs to government´s function, the improvement of urban ecosystem is closely connected with residents´ voluntary supply because of limited government budget. We conduct sample research on the opinion of Harbin residents. The result shows that the collection of district greening fee is 10.55 yuan RMB per capita per annum, average money donated on the urban forest construction is 22.08yuan per family per annum, average effort contributed is 8.57hrs per family per annum. And we analyze the correlated factors that influence the voluntary supply modes and come to a conclusion and correspondent suggestions at last. The collection of district greening fee, the activity of onerous title, the purchase of green lottery, voluntary tree-planting, funds raised for urban forest construction and investment in roof garden, etc. are within the research scope.
