Analyzing issues about informatization of Chinese Colleges. Reference software engineering theory (concerned about the process quality to improve the quality of results), Focus on process quality assurance of the core process in college teaching, namely teachers´ teaching and students´ learning process, design and implement a system called TMS (Teaching Management System) as an information-based solutions.
