Based on the concept of threshold of stability, a procedure to test a given two-dimensional polynomial to see if it is a discrete scattering Hurwitz polynomial is presented. In this procedure, the only values to be computed are the derivatives of a given polynomial at its zeros on the distinguished boundary of the unit bidisc
