    The first regional Mobile Satellite Service (MSS) system, MSAT, is intended to provide diverse mobile communications services (including voice, data, and position location), to mobiles on land, waterways, and in the air. The author outlines the institutional relationships between organizations participating in MSAT, including private corporations and government agencies. He also reviews the regulatory status of MSAT in Canada and the United States, as well as international allocations
