Abstract
We discuss an extension of the planar location-allocation model where obstacles exist and propose a hybrid evolutionary approach to solve this complex problem. We formulate the problem as a tri-level nonlinear mixed programming model. The hybrid evolutionary approach which hybridize evolutionary computing and traditional optimization techniques is shown effective in finding better solutions which may be regarded as global or near global solution by a case study problem
