Abstract
Provides a measure of the technical background of the program by establishing the principal system parameters considered by NASA and JPL. Recent system concepts and technology developments are discussed with particular emphasis placed on the mobile user terminal. On the basis of L-band channel studies, ground and space segment analyses, and field testing of developed mobile equipment, a first generation LMSS configuration is proposed. In addition, a future system configuration is outlined with potential for significantly increased capacity
