Abstract
In moves aimed at achieving a more open market for telecommunications in Europe by 1992, the European Commission in Brussels has taken various initiatives in telecommunications liberalisation. In 1983, the Commission embarked on a phased approach in order to establish and develop a common European telecommunications policy. The basic aims of this on-going policy are: to promote the development of an advanced telecommunications infrastructure in Europe; to permit and encourage the growth of value added and information services throughout the Community; and to create a European market for telecommunications equipment, and in particular for end-user terminals
