Based on the management of Hurongxi Highway construction in Hubei Province, and in accordance with the complicated topography, geology, hydrology, climate, as well as the extremely difficult constructive circumstances, such as the narrow constructive site, the shortage of water and scarcity of material supply in mountainous areas, the thesis proposes a management concept on harmonious mutual development of highway construction and environmental protection. The conclusion is that only by adhering to the principles of environmental protection during the whole process of project management, and by establishing and improving the organization structure and management system, as well as by strictly implementing the simultaneity in the design, construction, production and operation of environmental protection and project construction, can it be possible to be closely integrated with the characteristics and realities in mountainous areas, so as to conduct scientific measures to handle properly the relationship of between partial and whole project to further the improvement of ecology and eventually to realize the sustainable development that is people-oriented, comprehensive, and harmonious.
