Abstract
14 telecom network operators, representing 13 European countries, have signed a memorandum of understanding (MOU) committing them to work together to implement a pan-European network for the provision of APC services using the Terrestrial Flight Telephone System (TFTS). The authors review the activities of the MOU Group in addressing technical and commercial issues. Economic modelling studies show that is should be possible to offer a commercially viable service at the target price of $4 per minute. It will only be possible to support one integrated network in Europe
