Abstract
In early 1992 WARC identified spectrum which will be available for use by Future Public Land Mobile Telecommunications Systems (FPLMTS) and Universal Mobile Telecommunications System (UMTS), and the stage is set for detailed standardisation. This paper discusses key issues which must be addressed in turning the third generation concepts into reality, and identifies some of the major European and global activities seeking possible technical solutions
