Abstract :
It is noted that, for the first time in US history, the two-way radio industry is faced with the fact that essentially the entire VHF and UHF spectrum has been allocated. The regulatory, legislative, and executive branches of government have all initiated proceedings to produce relief for this critical situation. With technological innovations emanating from overseas, the US must also develop positions on global spectrum issues, which will be the topic of the 1992 World Administrative Radio Conference. These issues are reviewed on the basis of their status at the beginning of 1991
