Abstract
A dielectric measurement instrument at 21 GHz was arranged for investigation of the influences of the structure relaxation on the dielectric properties of glasses. Some phosphate crown and fluorine crown glasses are measured. The time-dependent change of dielectric constant was observed during annealing. A double potential model is used to interpret this effect
