Bilingual teaching has been used as a new teaching mode. Based on the advantages analysis of bilingual teaching, the target hierarchy method is presented. In this method, balance of the English language ability and professional knowledge are considered and it is applied to the mechatronical engineering courses. The proportion of English and Chinese language used in class, the students´ English level, course book choosing, teacher assignment and teaching methods improvement are discussed in details using target hierarchy method. It is expected that the presented method can be helpful to the study and reform of bilingual teaching for higher education level.
