After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Aiming to tackle the shortage of practical education system of application-oriented universities, the first section of this paper will discuss the importance of practical education system, and then analyze the existing problems. Guided by the relevant theories, we have designed a new pattern to integrate different stages of the core practical stages. Then we have extended and improved the PDCA process to assure and control practical qualities. Finally, a prototype system of management has been designed based on the relative technologies of web service. The application results may improve the practical teaching qualities of application-oriented universities effectively.
