Abstract
Both business and government recognize the high costs and benefits associated with the development of an ocean mining industry. The large amount of capital required for development has led to the formation of consortia to carry out exploration, mining, and processing research. This paper examines the nature of the deep seabed mining industry and some of the reasons why its development has been dramatically slowed over the past three to four years.
