Abstract
Outlines the network code of practice and puts it in its historical context. Liberalisation of telecommunications in the UK is both a planned and controlled process. The plan comprises milestones announced in advance of their introduction such as PBX wiring and prime instrument liberalisation or a greater degree of resale after 1989. Disciplines aimed at preventing abuse along the way including offences for illegally running systems, attaching unapproved apparatus, contractual remedies by PTO´s against customers who break licensing rules were introduced. The network code of practice is clearly one of the disciplines. In some ways it is very much an afterthought. It was conceived well after SPC PBX´s were first designed and installed. It was not part of the original BSGL deliberations
