This paper introduced the optimal control theory into the economy-energy-emission framework to solve the problem that what would be the optimal path of abatement and economic growth under the proposed abatement target. The optimizing results show that the delay of start time to take effective abatement measures is optimal to social welfare. Besides, the carbon intensity would drop slowly at the beginning due to the low R&D intensity, but dramatically after 2013. Accordingly, the amount of emission would firstly increase slowly and peak at 2013, and finally rise up again after a short decline. During the whole period of time, economy will enlarge threefold from 20.9 trillion in 2007 to 67.2 trillion by 2020, with the average growth rate of 9.4%.
