    Notice of Retraction

    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

    We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

    Three areas are selected as the study area, including Tianjin Binhai New Area located in Bohai Bay, Jinzhou Bay Coastal Economic Zone located in Liaodong Bay and Eco-efficient Yellow River Delta Economic Zone located in Laizhou Bay. Based on their intensity of development and the marine environment, combined with the regional characteristics, the sea developing activities on the marine ecological environment impact assessment is made. According to the assessment of regional environmental issues, the repair, mitigation and preventive countermeasures of environmental impact are put forward respectively, aiming at the Tianjin Binhai New Area in the "late development", the Jinzhou Bay Coastal Economic Zone in the "development of medium-term" and the Eco-efficient Yellow River Delta Economic Zone In the "early development" characteristics.
