Abstract
A method for developing a bearing and bearing rate estimates that have Cramer-Rao bound accuracy near detection levels using a bearing-bearing rate ambiguity surface is presented. The ambiguity surface is generated from averaged line array cross correlation data by integrating according to predefined hypotheses of possible contact motion. The hypotheses assume constant rate of the estimation level. Simulation results indicate near optimal track accuracy within a decibel of the detection SNR
