Abstract :
For many decades, the United States has been a world leader in economic production and innovation. That leadership is now threatened by America´s dismal performance in deploying advanced communications services and capabilities. As Americans have increasingly come to recognize the magnitude of this threat, more and more national trade associations, consumer groups, business leaders, politicians, academics, and others have called for an aggressive national broadband strategy to accelerate the pace of deployment of robust broadband capabilities at affordable rates to all Americans. In the meanwhile, numerous federal, state, and local initiatives are pressing such deployments forward.
