Abstract
Based on the electromagnetic scattering theory of dielectric wire and effective medium theory, the effective dielectric constant in the simple-cubic lattice of metal wire is derived. Numerical result reveals that effective dielectric constant become negative at frequency below some frequency, which in the case of a strong skin effect, is determined by the crystal structure only. The reflection characteristics of this material then are analyzed here in the frequency spectrum where the negative effective dielectric constant occurs
