Abstract :
Human team resource allocation scheduling as motivated by tactical decision-making problems in naval battle group command and control is considered. In these cases, commanders who are geographically separated must coordinate their resources and actions to prosecute a variety of hostile threats in a timely manner. To investigate such a distributed scheduling problem an experimental paradigm was developed where three-person teams schedule targets using a pool of limited renewable resources in order to maximize a predefined goal. A normative-descriptive model for the team´s decision-making strategy is a major contribution of this work. The normative portion of the model is a discrete optimal scheduling algorithm. The experimental normative-descriptive model predicted human performance and strategy for the target scheduling problem and provided insights into team decision-making behavior in scheduling problems
