Abstract :
A way to upgrade the quality of electrical and mechanical engineers in a budget-tight economy is described with reference to the Mexican situation regarding graduate and postgraduate studies in electrical and mechanical engineering. The proposed approach involves the concentration of resources for studying electrical and mechanical engineering. This consists in a regionalization in such a way that the scarce resources, both in infrastructure and student support, can be used in an optimum way
