Abstract :
The DVB-T or Digital Video Broadcasting - Terrestrial will be the next standard of television broadcasting in Indonesia, replacing its predecessor the analogue one. This standard will create a new department in the broadcasting system which will be known as “Penyelenggara Multiplekser”. This department has a responsibility to multiplex all of the existed programs into a single stream ready to be modulated. That can be possible due to one of the DVB-T´s advantages which is its ability to insert more programs into the same bandwidth as the analogue one. It is known that Indonesia is a country with high probability of natural disaster. On most of the occurred disasters, Indonesian BMKG´s detectors have sensed the disasters earlier instead of the local citizens. It makes preventive actions are hard to be applied. The new department, which is the multiplexing process department, can multiplex the TV programs, and the detectors´ data provided by BMKG or “Badan Meteorologi Klimatologi dan Geofisika” to warn the people by using an early warning broadcasting system. The system will be placed on the new department and consisted of the BMKG image file detecting process, the image to video converting process, the video to transport stream process, current broadcast interrupting process, and the last process of broadcasting a warning broadcast. The system has been tested on Linux Ubuntu 9.10 operating system and proven worked for three program channel with processing delay of 8 seconds on image size of 720 × 576 pixels, video duration of four seconds, and video frame rate of 25 frame(s) per second.
