Abstract
The author outlines a process for determining performance levels for new voice and data communication services. The steps of the process are presented, first as a checklist and then as a mathematical model. The checklist has proven to be a useful tool in verifying the acceptability and consistency of decisions on standards for performance level. The mathematical model illustrates the logical consistency of the list and illustrates the sensitivity of results to variations in the parameters needed for accurate determination of performance level
