Abstract :
Maritime traffic risk is a terrible risk. Many researchers focus on expert system to control the risk. This paper designs a hierarchical knowledge meta model to solve this problem. In the model, there are three classes as business, situation and enforcement which refine the initial state of maritime traffic to the concrete enforcement behavior for risk control. Based on the meta model, the knowledge refinement method of maritime risk is provided. Furthermore, the implementation is discussed, which indicates that the method is reasonable.
