Abstract :
According to investigation and analysis of the concluding report of the State Key Laboratory special funding every year, an input and output index system was constructed for the sake of quantitative consideration, and a model of infinitesimals Archimedes was then chosen to evaluate the index system. In the process of evaluation, the raw input and output data indexes were normalized. Through comparing the results of DEA evaluation before and after the normalization, it was indicated that the relative efficiency between decision making units can be better evaluated after non-dimensional handling of the original data via the normalizing process. Moreover, from the evaluation results, it was found that more than half of the effective decision making units were in DEA state, which demonstrated that the special funding has a better effect. For some non-DEA efficient decision making units, improving measures toward the direction of DEA effective evaluating were given through the projected principle.
