Abstract
The administration theories and practices have shown the existence and implications of clusters and the cluster social capital (CSC) in the administration system (AS). Despite the wide application of the concept of CSC in studies in the field of economics and sociology, the item is up to the present almost unnoticed yet in the AS. In this paper, by reviewing literatures of CSC research and analyzing the characteristics of clusters in the AS, the concept of CSC in AS is for the first time proposed, and the composition of the new concept is explored, based on which a framework of indicator system for measurement is preliminarily constructed. Results show that there are some particularities in the administration system and the CSC in AS, and these make the composition and indicators for measurement of the concept different from the CSC in economic and social systems both in the framework and some detailed aspects.
