Abstract
Based on systematic analysis, the energy-saving evaluation system can be divided into three levels: micro, meso and macro, with a preliminary analysis on the relationship and difference among them. This paper designs a provincial energy saving evaluation index system, and builds a fuzzy hierarchy comprehensive evaluation model. With the example of Shandong province, the empirical demonstrates that the evaluation index system is reasonable and practical, which is helpful to improve the accuracy of evaluation in the application of energy-saving.
