Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

College English education has been paid increasing attention since the increased enrollment of university students. They can take systematic English study for about totally two years in order to acquire fundamental skills in listening, speaking, reading,writing and translation. Nevertheless, due to lack of continual use in the following two years, not all of the graduates can use English freely at work or in scientific research after graduation. Professional English has played the key role in further promoting their English level in this period of time, though it is arranged to integrate professional teaching and college English. However, professional English teaching was neglected for a long time, and it is confronted with a number of difficulties such as lack of eligible teaching staff, suitable teaching materials and limited teaching classes. This situation can not meet the urgent demand of highly educated professionals with a good command of English. It is time to restructure and rejuvenate professional English teaching throughout China.
