Driven by a number of significant internal and external environmental forces, the teaching quality of higher education has made great progress in the decade, but there are some distance between the reality and the demand. In this article, we discuss the current situation of the teaching quality. A framework is built to improve the teaching quality for a long time based on the Deming cycle and “the proposal activity”, which accepted widely by Japanese corporation. We note what should be done along the way and identify the key factors for implement.
