Abstract :
The paper applies Malmquist Index Approach to analyze the dynamic change trend of high-tech industries efficiency in Jiangsu, Zhejiang, Shanghai, Beijing, Guangdong and Shandong from 1997 to 2007. The result shows: (1) The efficiency of high-tech industries in the six provinces and cities continued to increase and Guangdong got the fastest growth of technology efficiency, followed by Beijing, Shanghai, Jiangsu, Zhejiang and Shandong which was the slowest one. According to the efficiency-growth scale, excepted Jiangsu province, other provinces had a gradually diminishing trend. (2) From 1997 to 2001, 2003 and 2007, the increase of high-tech industries efficiency was mainly promoted by technical progress, and the efficiency of resource allocation was basically unchanged. The efficiency of high-tech industries in the other years was improved by resource allocation efficiency. (3) According to the scale-efficiency variation rate, the high-tech industries of the six provinces and cities remained in the phase of increasing returns to scale. Further development of high-tech industries can be achieved through expanding the inputs.
