Abstract :
Multi-dimensional sampling rate conversion will gain increased practical importance in connection with the introduction of high definition television (HDTV) systems. To convert signals from one HDTV standard to any other standard (TV,HDTV or motion picture film) improved converters avoiding the degradations inherent in conventional converters have to be developped. After a short description of the general multi-dimensional sampling rate conversion and a brief summary of the degradations of conventional standards converters a concept for an improved conversion using a motion-vector adaptive interpolation filter is presented. A block matching method is used to estimate the motion vectors. Concepts for the change detection and the segmentation are presented.
