Abstract :
Due to uncertain boundary conditions, it becomes more and more difficult for network operators to solve the task of developing their networks in a sustainable way. In this paper, the conflict between long-term goals of network planning and short-term costs is revealed. A method for network expansion planning is presented. This method is not only capable of determining cost-minimal strategies to develop a network but also to show up adequate ways for reaching long-term planning goals. The application of this method to an exemplary network shows that it is not sufficient to only consider short-term costs in network planning.
