Abstract
In this paper, a new approach to solve the mobile location management problem that employs the location area scheme is proposed. Furthermore, the approach integrates the location areas scheme into the Simulated Annealing algorithm to find optimal configurations. The proposed approach is used to find the best configurations for a range of test networks. The results provide new insight into the mobility management problem.
